Andrew Dewhirst, Member– Drew manages the day to day operations of the Powder River team from the home office in Laramie. Drew's experience in both the private and public sectors, in project management, site acquisition and land use entitlements dates back to 1998. Prior to forming Powder River, Drew worked for several wireless carriers performing site acquisition and zoning services, including T-Mobile, Verizon Wireless, AT&T Wireless, Cricket Communications and SBA, Inc. Drew also worked for the Millennium Venture Group at their national headquarters in Denver, where he was responsible for zoning/permitting retail stores in Colorado for MVG and their clients. Drew is a former City Planner, most recently as the Albany County (Laramie) Planning Director. Drew has a B. A. from Fresno State University, and a M. A. in Geography, with an emphasis in Planning, from the University of Wyoming. Drew resides in Laramie, WY with his wife and their three children.
Patrick Campbell, Member- Patrick has extensive knowledge of construction project management, site leasing, and land use entitlement experience. Since 1993, Patrick has worked for several wireless carriers performing site design and construction management in Los Angeles, Denver, Chicago, Cleveland, and New York for such carriers as AT&T Wireless, Nextel, T-Mobile, Cricket and Metricom. Patrick oversaw the project from the design stages through to the launch of the network. Patrick has a B. S. from Kansas State University and resides in Bend, OR.
Management Team
Scott Loubier, Chief Operating Manager, East Region - Scott has worked in the wireless industry since 1998. His experience includes work in site acquisition, leasing, zoning and developing wireless communications sites. His responsibilities in the many markets he has worked throughout the country include: Leasing and Zoning Manager, Project Director, Project Manager and Site Acquisition Agent for many clients including Sprint, Nextel Partners, Metro PCS, Bechtel AT&T, T-Mobile, Clearwire and many others. Scott got started in the industry with SBA Network Services in 1998 and then went on to form his own company in 2002. In 2006 he joined the Powder River team and currently operates Powder River's Eastern region, overseeing the many wireless and retail projects throughout. Scott received a B. A. in Liberal Studies from the University of Central Florida in Orlando. He resides in Winter Springs, FL with his wife and their three children.
Dan Keidel, Chief Operating Manager, Central Region – Dan has been in the Wireless Project/Program Management field since September of 2000. He joined Powder River in May of 2006 and was the project manager for several Clearwire builds in Corpus Christi, TX, Portland, OR and St Louis, MO. Since Powder River Midwest was formed in July of 2007 Dan has been responsible for business development, staffing and management of several Cricket markets in Chicago, IL, Milwaukee, WI, and Minneapolis, MN as well as Crossroads work in Missouri. Prior to his employment at Powder River Dan worked at Lucent Technologies in a variety of functions ranging from project controls to single point of contact program manager for many customers including Cricket, Nextwave, nTelos, Cellular South, Alltel and Metro Pcs. Dan has a B. S. in Business Administration from THE Ohio State University and resides in Columbus, OH with his wife and son.
Matthew Carroz, Director of Operations, West Region – Matthew has been with Powder River since 2004. He started his tenure working on the T-Mobile project and was one of the top producers on the team, having leased and zoned sites in California, Oregon, Washington, Utah, Oklahoma, Texas, Indiana, Georgia, and Florida. Matthew later project managed the San Diego build for PRDS which focused on North County San Diego (part of the greater Cricket/LEAP San Diego build). He also zoned sites in many of the most difficult areas on that project. Matthew also led a site pre-scrub project in Birmingham/Huntsville, AL for Cricket/LEAP before returning west to manage the Northwest region for PRDS. Currently he manages a WiMax deployment project in Portland, OR for Clearwire. Matthew has a Bachelor of Science degree in Finance from California State University, Chico and resides in Northern California.
Pat Buxton, Chief Financial Officer– Pat joined Powder River Development Services in June 2008 and will be providing the accounting and finance expertise for the company. Pat has over 25 years of diversified experience in the retail, manufacturing, food processing, and services industries with prior positions of CFO, VP Finance, Controller, and Finance Manager. Pat has worked in small, medium, and large international companies with marketing channels including wholesale, distributorships, retail customers, and other manufacturers. Pat has a BBA degree in Accounting from the University of Hawaii, a Master Degree in Management from Pepperdine University, and a Master Degree in Finance from the University of Colorado.
Chase Turner, Director of Business Development/Project Manager – Chase has been with the Powder River team since September 2005. Chase manages business development operations and assists with project management and support for wireless and retail projects. Chase also assists with staffing and administrative duties from the home office in Laramie. Chase has a degree in Business Administration, a minor in Finance, and a Real Estate Certificate from the University of Wyoming. Chase and his wife reside in Laramie, WY.
Support Staff
Linda Aganon, Office Manager – Linda is an integral part to the Powder River home office in Laramie, Wyoming. She has years of diversified experience as a contract administrator, human resources manager, office/facilities manager, and travel and event planner. Linda is responsible for client projects, such as Siterra and Clearvision. She also oversees many day-to-day tasks as well as the facilities setup for each of our new regional project offices. Linda currently resides in Laramie, WY.
Justin Zabel, IT Manager/Special Projects Coordinator – Justin has been with the Powder River Team since March 2006. Justin is responsible for the oversight of information technology, budgeting, and strategic planning. Additionally, he works as a special project coordinator assisting our project managers with projects such as noise studies, building permitting, and tower identification. Justin is also responsible for staffing and project recruitment as needed. Justin has also assisted in managing a site identification project in the Gulf Coast. Justin has a degree in Business Administration with a Finance minor from the University of Wyoming. Justin and his wife Sarah reside in Laramie, WY.
Tori Troupe, Regional Coordinator- Tori has been with the Powder River team since May 2007. She is responsible for administrative and financial upkeep in our East Region. Additionally, she works as a project coordinator assisting project managers in specific markets. Tori has a degree in Business Administration with a Finance minor from the University of Wyoming. She resides in Orlando, FL.
